Fluvanna Renewable Energy Project, LLC
Scurry and Borden Counties, Texas
The Fluvanna Renewable Energy Project is located in Scurry and Borden Counties near the town of Fluvanna, Texas. This project is comprised of approximately 32,000 leased acres of privately owned farm and ranch land and is planned for two phases of construction totaling approximately 360 MW when fully built out.
Wind data is currently being collected by eight meteorological towers within the project, which includes one eighty meter tower. The initial sixty meter tower was installed in August 2011. Three additional sixty meter towers were installed in December 2011, and then three more sixty meter towers were installed in late 2012. An eighty meter tower was installed in November 2012. Measured wind speeds have proved to be excellent.
As part of the Electric Reliability Council of Texas’ (“ERCOT”) Competitive Renewable Energy Zone, a new 345KV substation is adjacent to the project and will be the point of interconnection for the project. The ERCOT screening study is complete and the project has been presented a GIA. Further studies are underway before the GIA will be negotiated. Preliminary turbine siting, project design and engineering are underway.
The project began permitting and environmental studies in July 2011 with the completion of a Critical Issues Assessment. Further studies, including a Phase I Environmental Site Assessment, Jurisdictional Wetland Determination, and a Threatened and Endangered Species Habitat Assessment have been completed. A telecommunications study was completed in September of 2012. Avian point counts have been proceeding since November 2011 and bat monitoring has been underway since February 2012. Consultations with the United States Fish and Wildlife Service and Texas Parks and Wildlife have revealed no major concerns.
The Fluvanna Renewable Energy Project enjoys strong community support and is on schedule to reach commercial operations with a 240 MW first phase in late 2015.
